ASIA, AUSTRALASIA

 CHINA

 ZBAA / Beijing – Effective 01 January 2016, the Capital Jet Company (CJET) facility will be operated as CJET/Million Air in conjunction with Epic Aviation, who will be processing the Epic Card. Epic will partner with CNAF/China National Aviation Fuel to supply fuel for the FBO

VHHH / Hong Kong – Effective 15 March 2016, slots requests must be submitted in the Online Coordination System (OCS). Operators or agents should register at www.online-coordination.com if they are not OCS members. Handling agents are not allowed to assist in securing these slots. Current guidelines for this process are in the the following site:

GA/BA operators are advised to avoid operating within the Night Period 1400Z-2259Z until further notice. Slots for this period are allocated to scheduled airline

 SOUTH KOREA

 GENERAL

Any flights operating from a Zika infected area (South and Central America, Thailand etc) must be sprayed for insects prior to landing in South Korea.
The Self-Disinfection Certificate must be completed and submitted to the Quarantine Officer upon arrival. The sample document is stored in Country/Documents/Self-Disinfection.

 Operations for GA flights are becoming more difficult due to airport parking and slot restrictions at RKSI, RKSS, RKPK, and RKPC.  Operators are required to secure a landing permit, arrival and departure slots, and parking confirmation. Slots and parking can only be requested 7 days before the operation date.

 RKSS / Seoul Gimpo Due to construction on airport taxiways and jet bridges until 31 March 2016, parking spots are limited to just 4 for GA.  Aircraft types G4 and above are not allowed overnight parking, but can drop passengers and reposition if not impacting commercial flights. Smaller aircraft are able to park for a maximum of 3 days if space available. Check with handlers regarding availability.

 A General Aviation Terminal is expected to be completed which will accommodate BA/GA traffic with a VIP facility, with hangar space, and dedicated BA parking

 

JAPAN

 RJTT / Tokyo Haneda

 1. RJTT is increasing the number of available slots during daytime hours, which is between 0600L- 2300L (2100Z-1359Z) from 8 slots to 16 slots.

 2. Maximum parking duration will be shortened from 9 nights 10 days to 4 nights 5 days.

 3. Aircraft operating between 2300L-0559L (1400Z-2059Z) must be equipped with RNAV 1 and RNAV 5

 

MALAYSIA

 The following information has been excerpted from an AIN article 18 April 2016. The fees as stated below will also be applied to BA flights.

 Malaysia’s Department of Civil Aviation has deferred plans to hike air navigation flight charges (ANFC) by a factor of 10 on airlines operating out of Malaysia. Originally scheduled to take effect April 15, the increase will now happen in stages over a still undefined period. It will cover the use of airspace and all other services provided by the agency to the carriers. It will even cover fees for pilots’ licenses.

Under the revised rates, light aircraft up to the ATR 72 will incur charges of 12.5 cents (U.S.) per nautical mile, while narrow body jets such as the Airbus A320 and Boeing 737 and wide bodies such as the A330 and 777 will see an increase from between 2.5 cents and 6.5 cents to between 25 cents and 62.5 cents.

AUSTRALIA

Effective 26 May 2016, Australia will deactivate 180 VORs, NDBs, and other ground-based navaids.  There will be 245 remaining navaids that will constitute their Backup Navigation Network / BNN.  Australia intends for international operators to use GNSS (Global Navigation Satellite System) as the primary means of navigation.

The new standards as of 26 May 2016 are as follows:

-       Oceanic Routes: RNP4 or RNP10

-       Continental Routes: RNP2

-       SIDS, STARS: RNP1

-       Non-precision approaches: RNP APCH / RNAV(GNSS)

 CASA (Civil Aviation Safety Authority) will issue an exemption if the operator has RNAV1 or RNAV2 approval based on GNSS from their operating authority. The operator must have either RNP capabilities, or the exemption to operate in Australian airspace.

SOUTH AMERICA

 ARGENTINA

 Effective 24 March 2016, the reciprocity fee created by Presidential decree 1654/2008 and regulated by Disposition DNM 2761/2009, will be suspended for 90 day period, or until an Executive Order be issued (as promoted by this National Directorate), for the derogation of this fee, as regards the US citizens entering Argentina territory.

 

BRAZIL

 Summer Olympics 05-21 August 2016, Paralympics 07-18 September 2016

 For planning flights to Brazil during these periods the allotment of slots for BA/GA flights is limited.

 Airport slots will be required at all host cities: Rio de Janeiro, Sao Paulo, Belo Horizonte, Salvador, Brasilia, Manaus.

 In addition to the airport slots, aircraft parking must be coordinated in advance.

Cockpit crewmembers do not require a visa unless they are commercialing into Brazil.  All other crewmembers (flight attendants, mechanics etc) require a visa prior to arriving in Brazil.  American passengers traveling as tourists are not required to have visas from 01 June to 18 Sept 2016

Hotels are already at a premium and come with strict cancellation policies. Western chain hotels are already becoming unavailable.

 Additional information from Lider Aviacao:

 SBGL / Rio de Janeiro International Airport, will be open 24/7. Lider's hangar will be fully operational, and they are working to obtain authorization to use the FBO for passengers and crew access.

To operate in Brazil, it is necessary to obtain a permit. There are 3 types of permits: AVOEM, for Diplomatic flights, Notification Only, required for one single landing in Brazil, or AVANAC, when the operator plans to do multiple landings in Brazil. Certainly, slots and PPR will also be required.

To obtain slots, it will be necessary to have the ANAC permit and register the tail number on CGNA website. A PPR will be issued by the airport administrator.

Operators must have insurance with “worldwide” coverage and “Third Party Legal Liability.The security provisions will be announced by government authorities closer to the event.

Airspace restriction areas will be applied during the Olympics. 3 zones will be activated: White (Reserved Area), Yellow (Restrict Area) and Red (Prohibited Area). To General Aviation, to fly over white zone, it will be necessary to maintain bilateral radiotelephony communications with the ATC unit.

 Within the yellow area, ATC specific rules and Airspace Defense criteria are going to be applied, asaircraft security Inspection, for example. Operations within the Red zone (Prohibited Area) are only going to be permitted under strict permission.

Flight plans must be presented 1:30 hour prior the departure (the current operation requires 45 minutes).

The website http://rio2016.lideraviacao.com.br/ includes legislation, airport data and tourist tips for the Olympics and will be continuously updated. 

Cockpit crews (PIC and SIC) do not need VISAs but must provide their current license and medical certificate. Flight Attendants, mechanics and passengers need VISAs depending on their nationality, and it is not possible to obtain it upon arrival in Brazil. The Brazilian government has decided to waive VISA requirements for Australian, Canadian, American and Japanese citizens traveling to Brazil as tourists. The decision is valid during the period from June 1st to September 18th, 2016.

Hotel reservations should be secured well in advance. Arriving in Brazil a few days ahead of the opening ceremonies and departing a few after the closing ceremonies will enable operators to avoid the most congested times.

CENTRAL AMERICA

 COSTA RICA

 MROC / San Jose  RWY 07/25 closed daily from 01-23 June 2016, 0740Z – 1000Z per NOTAM.

 MGGT / Guatemala RWY 02/20 closed daily through June 30 2016 from 0600Z–1100Z per NOTAM.

 

HONDURAS

 MHLC / Goloson Intl  RWY 07/25 closed daily through 03 June from 0100Z- 1100Zper NOTAM.

                                                                

 NORTH AMERICA and CARIBBEAN

 CANADA

 Visa-exempt foreign nationals who fly to or transit through Canada will need an Electronic Travel Authorization (eTA).  Exemptions include U.S. citizens and travelers with a valid visa. Aircraft operators that would like to know if they need to apply for an eTA or a visitor visa can visit the following link - http://www.cic.gc.ca/english/visit/visas.asp.

Using the link above, a country of passport can be entered that a traveler plans to travel with to Canada and the system will then provide one of the three responses:

·         You do not need a visa or an eTA to visit or transit Canada

             or

·         You need an eTA to visit or transit Canada by air.

or

·         You need a visa to visit or transit Canada.

Note: Only U.S. citizens are exempt from eTA. All U.S. permanent residents DO need to apply for eTA if traveling by air.

Grand Prix du Canada 2016 in Montreal, Quebec on 10-12 June 2016 and airports in the area are CYUL, CYMX and CYHU

 

MEXICO

 MMTJ / Baja California RWY 09/27 closed daily through 30 July 2016 from 0900Z- 1600Z per NOTAM.

 

U.S.A.

 KTPA RWY 10/28 and RWY 1R/19L will be closed through 02 June 2016 per NOTAMS. KTPA

will only be down to one runway (1L/19R) and air traffic delays may occur during peak commercial air traffic periods.

 The U.S. Visa Waiver Program (VWP) have made recent changes and more information on these changes can be viewed at - http://www.state.gov/r/pa/prs/ps/2016/01/251577.htm

In addition, the traveler covered by the restrictions in the law now needs to obtain a U.S. visa.  The Act also requires all VWP travelers to have an electronic passport for travel to the U.S. by 01 April, 2016.

 TDPD / Douglas Charles Intl Airport operational hours are now daily 1000Z-0000Z through 16 June 2016 per NOTAM.

 

RUSSIA

 GENERAL

 ULLI /  St Petersburg 16-18 June 2016 Saint Petersburg will be hosting the annual International Economic Forum. During the period 15–19 June 2016 there will be heavy slot restrictions along with limited parking availability and high demand for services at ULLI International Airport. In order to secure the required services please give the handlers as much notice as possible and plan accordingly.

 

EASTERN EUROPE AND TURKEY

GENERAL

Reminder - Direct non-scheduled flight (including private, Business & General Aviation) between Russia/Turkey, & Turkey/Russia and Russia/Ukraine & Ukraine/Russia are prohibited.

This restriction applies to all operators, regardless of country of registration.

 

AZERBAIJAN

 UBBB / Baku 17-19 June 2016, Baku will be hosting the 2016 F1 Grand Prix of Europe. During these dates the airport and associated facilities will be in high demand. Please make sure all requests are submitted to the handlers in a timely manner.  

 AFRICA

 RWANDA

 HRYR / Kigali Aerodrome will be closed daily between 0001Z-0500Z due to construction works on a new Taxiway.

 GHANA

 DGAA / Accra Kotoka International Due to major construction work parking stands are now only available to Aircraft performing a quick turnaround. In addition a restriction of maximum 3 days parking has been implemented. Crew intending to park for over 3 days must seek prior approval from the Director of Airport Operations22 March - 30 June 2016 - Runway 03/21 closed due WIP Daily 0100Z-0400Z.

 

CENTRAL AFRICA REPUBLIC

FEFF / Bangul M’Poko Night curfew daily between 2200Z-0500Z.

Curfew is in effect until 20 June 2016.  Jet A1 services remain unavailable

SEYCHELLES

FSIA / Seychelles International Between 03 March - 31 Aug 2016 there are various planned runway closures for maintenance. Please check NOTAMS for latest prior to confirming a flight.

 EUROPE

 FRANCE

 French DGAC unions (including ATC and AIS) have given notice of a 3 day strike planned for the below dates and times. Delays are likely.

 Fuel Shortages in LFPO, LFPG, LFMN, LFML:

Due to the continuing industrial action in France, and the subsequent shortage of fuel, operators flying to LFPO/ LFPG (Paris Orly / Charles de Gaulle) and LFMN (Nice) and LFML (Marseille) Aerodromes are requested to upload double fuel load prior to arriving in these locations. Attempting to upload fuel in these locations may cause delays to the flight.

LFSB / Basle-Mulhouse 16-19 June 2016, LFSB will be hosting the Basel Art Fair. During this time the Airport will be heavily congested. If services are required please give your handler as much notice as possible, as there will be limited capacity

2016 UEFA European Football Championships – Throughout France 10 June-10 July 2016

Some of the matches are scheduled to take place in the Stade de France and Parc des Princes, Paris, and as such a Temporary Prohibited Area (ZIT) and a Temporary Restricted Area (ZRT) will be created in the area covering Paris on the following dates and times:

The main restrictions (ZIT) will be focused around LFPB, the red area on the AIP SUP 101/16 map, however you should be aware of the full regulations if planning to operate into the Paris area during the above dates.


LFPB // Paris Le Bourget airport:
A special prefectural Accreditation Procedure, required only for 10 June and 10 July from 1600Z to 2359Z, has been established. With the exception of French Defense, customs, police, gendarmerie public safety Aircraft flying as part of their missions and IFR flights coming from or going to PARIS CHARLES DE GAULLE, all flights which depart from or arrive at Le Bourget must be accredited; each pilot/co-pilot and aircraft must have an accreditation’s numbers.

To obtain an accreditation send the following information to pref-euro2016-accred-pilotes-aero@seine-saint-denis.pref.gouv.fr at least 5 working days prior to the flight.


- Form Appendix III completed.
- Valid Aircraft Airworthiness certificate
- Any other required supporting documents
- For each crew member - Valid Passport and Valid Pilots licence.

IMPORTANT INFO:
All the documents sent to the Prefecture must be valid, readable and legible, incomplete or late requests will not be processed. After requests have been examined, the SEINE SAINT-DENIS Prefecture services will send to the requesting operators an accreditation number valid for the aircraft and/or an accreditation number valid for each pilot and co-pilot, via email.

These accreditation numbers are valid, except otherwise mentioned, for 10 June and 10 July, and throughout the period of activation of the ZIT. The accreditation numbers (aircraft and pilots) must be indicated in box 18 of the flight plan. When you will file the FPL please don’t forget to add to the usual addresses: the Cinq-Mars-La-Pile CRC (LFXOYWYX), as well as the replacement CRC of Mont de Marsan (LFBWYWYX).


NETHERLANDS

UNITED KINGDOM

Epsom Derby – Horse Racing Festival – 4-5 June

Royal Ascot – Horse Racing Festival – 14- 18 June

Whilst not aviation events, Royal Ascot and the Epsom Derby attract significant business aviation traffic in many airports around London. Epsom Racecourse is best served form EGKB and EGLF whilst Ascot is most accessible from EGLF, Farnborough (with the exception of EGLL) however; other locations (EGKB, EGGW, EGSS and even EGNX) may also see an increase in traffic. Her Majesty Queen Elizabeth and entourage attend the festivals each day and as such, a vast police presence and restricted flying zone will be in place.

MIDDLE EAST

 The Holy Month of Ramadan – the start date of Ramadan is governed by the lunar calendar; however it is expected to begin on/around 7th June 2016 and affects all Islamic states.

 

JORDAN
