 ZBAA / Beijing – Airport is not available as a non-emergency alternate due to a parking stand shortage 1300-2300Z daily until March 25, 2017.

ZSNJ / Nanjing – Airport is not available as a non-emergency alternate due to a parking stand shortage until November 26, 2016.

ZBTJ / Tianjin – BA/GA jets are not allowed to park for more than 3 days due work in progress until further notice. Alternative airports are ZBAA / Beijing and ZBSJ / Shijiazhuang.

ZBSJ / Shijiazhuang – There are currently no parking limitations at this location with 17-20 stands. CIQ is available from 0830L until the last daily international commercial flights.

ZGSD / Zhuhai – The China International Aviation and Aerospace Exhibition will be held in Zhuhai 01-06 Nov. Landing permits will only be granted to those flights with passengers attending the exhibition. A sponsor letter issued by the Zhuhai Airshow Co. Ltd is required when applying for the landing permit.

ZLDH / Dunhuang – There is a new terminal at this airport with a plan to accommodate international flights in the near future. CIQ is not currently on site and will be sent from ZLLL.

ZSYW / Yiwu - This location is now open to foreign operators. Permits can be processed through normal channels.

China now bans all Samsung Galaxy Note 7 phones from airplanes.




 MRLB / Liberia - Runway 07/25 closed through November 05, 2016 from 0430 – 1230Z daily per NOTAM.




Daylight Savings Time will change on November 06, 2016 in those Territories/areas that do change.

 Remembrance Day is a Federal Statutory Holiday and celebrated on November 11, 2016 except in NS, NWT, ON and QC. Consult with CANPASS for their operational hours on this date. Also note that Government offices, banks and some businesses will be closed on this day as well.

New requirement for business travelers to enter Canada, which does exempt US citizens.

Crew entry requirement now in effect

Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.


Daylight Savings Time will change on November 06, 2016 in the remaining Mexican States that did not change on October 31, 2016.

The Celebration of the Revolution Holiday is celebrated on November 20, 2016 and the Mexico DGAC will be closed as well as other government offices, banks and some businesses.

The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any notice

Mexico Civil Aviation Authority (DGAC) has started to accept the Multi Entry Authorization (MEA) filing program for 2017 for those interested in filing such a request. Contact Jeppesen ITP if interested which will allow one to start the process before hand and customers can count on having their authorization at the beginning of 2017. 

Due to budget cuts within the Ministry of Health and Agriculture of Mexico in particular the office that manages and takes care of international trash brought from the port of origin; please be advised that beginning on November 1, 2016 the cost resulted from destroying or incinerating such trash will be billed on a monthly basis to the local handlers responsible of the flight operation. More information will be coming from the handlers and one can contact the handlers directly as well regarding this item.

The DTOPS website was recently redesigned. All user ID and password information is the same. Expedited shipping does not mean expedited processing. Expedited processing is not available - all orders are processed first come first served. Processing time is 4 to 6 weeks during renewal season.

The TCS New York City Marathon will take place on November 06, 2016 and airports in the area are KTEB, KJFK and KLGA.

 The MLB World Series between the Chicago Cubs and the Cleveland Indians is currently going on. If games 6 and 7 are required, they will take place on November 01 and 02, 2016 and these games will be played in Cleveland, OH. Airports in the area are KCLE and KBKL. Consult with the local FBO’s to ensure parking is available. 

The NBAA Business Aviation Convention & Exhibition (BACE) will take place on November 01 – 03, 2016  in Orlando, FL and airports in the area are KMCO, KORL, KSFB and KISM. The NBAA- BACE static display aircraft will be at KORL.


 Daylight Savings Time will change on November 06, 2016 in the Bahamas and Cuba.


 MYGF Grand Bahamas - Runway 06/24 closed through December 30, 2016 from 2200 – 0500Z, and from 0200 – 1000Z daily per NOTAM.


 TXKF Bermuda - Airport has restricted night time aircraft refueling on Apron 4 (Handler location) through November 30, 2016 (except for Search and Rescue and MEDEVAC flights) per NOTAM.


MTCH Haiti - Airport closed from October 31 - November 06, 2016 from 2300 – 1000Z daily per NOTAM.


UUEE/Moscow Sheremetyevo - Daily 1930-0400Z 06L/24R Closed for maintenance.




GMMX / Marrakech - Marrakech will be hosting the United Nations Convention on Climate Change (COP22) from the 07-18 November 2016. During these dates the following restrictions will be in force at GMMX. It should also be noted that there will be restrictions at GMMN and GMAD as listed below.

- GMMX, GMMN and GMAD will not be available as an alternates for flights.

- No VFR flights will be permitted at GMMX Airport or allowed to overfly the GMMX TMA.

- All flights destination GMMX, GMMN and GMAD are advised to carry additional holding fuel during COP22.

- Military activity in the danger areas proximity of GMMX TMA will be suspended. A NOTAM specifying these areas will be published in due course.

 - Prior permission from the CAA is required for all General and Business Aviation flights during COP22, prior to operating to GMMX, GMMN and GMAD. 

 - General Aviation and Business Aviation flights are to expect no more than two hours stop on stand.

 - General Aviation and Business Aviation flights are to expect re-routing by Moroccan ATC when GMMX capacity is reached.

 - General Aviation and Business Aviation flights are highly recommended to land at GMMN to avoid diverting and orbiting actions.

 - COP22 flights shall file a flight plan -24 hours in advance of EOBT,

 - Due to GMMX Airport capacity, General Aviation and Business Aviation flights should expect GMMN Airport as alternate Aerodrome.

 - All technical and night stops at GMMX and GMMN are prohibited unless prior permission is obtained from the appropriate Airport Authority in advance.

 - All flight participating to COP22 are advised to insert in field 18 of their flight plan under RMK/indicator, the mention COP22,
- Emergency, State and Hospital flights are not affected


DGAA/Accra - Daily until January 20, 2017, between the hours of 0100-0400Z, Runway 03/21 closed to all traffic due work in progress.

 Due to major construction works, Aircraft stands are only available to Aircraft performing quick turnaround or short stops. Aircraft planning to stay for greater than three days, must first gain permission for the Airport Director. This restriction will remain in force until December 31, 2016.


 HECA/Cairo - Every Monday between 0900-1100Z, Runway 05R/23L will be closed for maintenance. This closure is in force UFN.



OAKB/Kabul - Runway 11/29 closed for maintenance 1730-2330Z, November 05 and 07, 2016.


FAA/EASA advisories and restrictions remain in place for operations into, out of, and over the following countries and their associated FIRs.

2017 World Economic Forum will occur in Davos January 15-22, 2017.

The annual World Economic Forum will be held in Davos-Klosters, Switzerland from
January 15-22, 2017.

As always preparations are already beginning to take place. As in previous years,
It is expected that the standard restrictions will be implemented at LSZH:

‐ The flight plan must match the required airport slots
‐ Maximum 3 hrs ground time will be available for aircraft without prior parking

Hotel accommodation, transport and catering companies will be very busy during this
so it is advised to make arrangements early and double check all confirmations.

Suggested alternate aerodromes for parking during this period will be
Geneva (LSGG), Basel (LFSB), Altenrhein (LSZR), Stuttgart (EDDS), Munich (EDDM),
and Friedrichshafen (EDNY). Parking at these locations usually fills up quickly
and aircraft have been known to have to park as far away as Milan, Italy, so
it is highly recommended to submit requests for operations as early as possible.


LSGG / Geneva

Various NOTAMs currently in place in relation to parking restrictions and
use of LSGG as an alternate.

The Finnish Border Guard will require API data for all arriving and departing
Non-Schengen GA passenger flights starting September 01, 2016.
The local handler can provide this service if given the proper details in advance.

Potential financial penalties to be imposed when API information is not provided.
This is already required for airline carrier flights. 

API data is required only for flights with passengers on board.
Ferry/positioning flights (crew only) do not require API info. This may
change in the future, but at the moment only passenger data is required.

API data is required only for those passenger flights conducting a flight between
a Non- Schengen Member State and a Schengen Member State. API data is not required
when passengers are not subject to Schengen Area immigration clearance.

Example: KJFK-EFHK-VHHH: API data not required (only tech stop at EFHK)
When EFHK is the entry or exit point to/from Schengen Area, passport control will
take place in Helsinki during the fuel stop. API data is required in this case.
If both origin and destination are Non-Schengen Member States, API data is not

Hours of minimum service are:

Between 0200-0400Z
Between 1000-1200Z
Between 1700-1900Z
