ASIA, AUSTRALASIA

 

CHINA

ZBTJ / Tianjin – Parking restrictions have been lifted and parking for more than 3 days is available.

ZLDH / Dunhuang – There is a new terminal at this airport with a plan to accommodate international flights in the near future. CIQ is not currently on site and will be sent from ZLLL.

ZSAM / Xiamen – Airport will be closed 1610-2210Z 01 March – 30 June 2017 for runway maintenance.

BA/GA flights are not allowed take-offs or landings 2300-0100Z.

ZSPD / Shanghai Pudong – All international flight passengers and crews will clear CIQ inbound/outbound at Terminal1. The VIP room will only be used for domestic flights.

A visa-free 24 hour transit can be arranged for foreign crews, except US citizens. The crew must remain in an isolated area determined by the duty immigration officer.

ZSYN / Yancheng – Airport is open to foreign registered aircraft. Permits can be processed through normal channel. Airport operations hours: 0800-2100L.

ZBAA/ Beijing - From 0001L/02April through 2359L/29April, CAA China and ZBAA Airport will not accept any business/private flights landing and take-off at ZBAA due to WIP on Runway 18L/36R. The only exception to this is VVIP Government flights, and emergency Ambulance flights.
During the above period ZBTJ is a good alternative, however parking and slots will quickly become limited due to capacity.

ZSSS / Shanghai Hongqiao – No BA/GA flights allowed 0001-0559L due curfew, and no BA/GA flights allowed 0700-2159L daily due to flight congestion. Applications will only be considered for 0600-0659L and 2200-2400L.

The Asian Business Aviation Conference & Exhibition (ABACE) will be held at Shanghai HongQiao Airport (ZSSS) during 11-13April 2017. To ensure good operation for ABACE, there are some new restrictions will be taken for ZSSS as follow:

 
1. From 1600Z/07April to 1559Z/09April and 1600Z/12April to 1559Z/14April, ZSSS will not accept landing of business jet flights which are not attending ABACE.
2. From 1600Z/29March to 1559Z/07April and 1600Z/09April to 1559Z/12April and 1600Z/14April to 1559Z/19April, maximum parking for non-attending ABACE aircrafts will be 48 hours.
3. Aircrafts attending ABACE shall contact Hawker Pacific FBO for sponsor letters via handlers or by operators themselves. Permit applications are not mandatory to be submitted by FBO this year.
4. Slot restrictions adjustment, no landing /take-off slot is available during 07:00-21:00 local time(2300Z-1300Z) daily in ZSSS during 09-15April.
 

Note:
For the upcoming Tomb Sweeping Day, CAA China will be off duty during 02-04 April and on duty on 01 April, 2017.

CAA Hong Kong office will be closed for public holiday on 04 April 2017 and from 14 April 2017 till 17 April 2017. Application for Private Non-Revenue / Charter Flights will normally not be processed during the above period.  Please submit your application to us well in advance.  Otherwise, we may not have sufficient time to process your applications.         

                                                                                

                                 NORTH AMERICA and CARIBBEAN

CANADA

CYYZ / Toronto - The Greater Toronto Airports Authority (GTAA) announced on 26 March, 2017 that ALL general aviation operators which operate during the normal hours of 0630L - 0029L will be required to obtain arrival and departure slots at least 48 hours before their planned operations. Such approval must be obtained from the GTAA at 416-776-3480 or 800-267-7568. Slots are on a first come, first served basis and reservation numbers will be provided. The new ARO requirement will not affect the already established Night Flight Restricted Program during hours 0030 - 0629L.

New requirement for business travelers to enter Canada, which does exempt US citizens.

Crew entry requirement now in effect

Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.

MEXICO

Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.

The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any notice. 
 

U.S.A.

The Transportation Security Administration (TSA) announced a ban on carrying most electronic equipment in carry-on luggage on direct U.S. bound commercial airline flights from the following 10 airports - Amman, Jordan (OJAI/AMM); Kuwait City, Kuwait (OKBK/KWI); Cairo, Egypt (HECA/CAI);

Istanbul, Turkey (LTBA/IST); Jeddah (OEJN/JED) and Riyadh (OERK/RUH),Saudi Arabia; Casablanca, Morocco (GMMN/CMN); Doha, Qatar (OTHH/DOH); and Dubai (OMDB/DXB) and Abu Dhabi (OMAA/AUH), UAE. The ban applies to electronic devices other than cellular phones and medical equipment; devices such as laptops and iPads must be stored in checked luggage. The ban reportedly went into effect on 21 March. U.S. authorities stated that they imposed the ban due to intelligence regarding threats of terrorist attacks on aircraft. This currently does not affect General Aviation flights. More information can be found at –

The U.S. Department of Transportation (DOT) now bans all Samsung Galaxy Note 7 phones from airplanes per the following - https://www.transportation.gov/briefing-room/dot-bans-all-samsung-galaxy-note7-phones-airplanes

The Masters will take place on April 03 –09 at Augusta National Golf Club in Augusta, Georgia. The airport in the local area is KAGS and plan accordingly for heavy GA traffic occurs during this event. Consult the local handler if any questions and monitor airport NOTAMS. Other airports to consider are KSAV and KATL but are further away from this event

   CARIBBEAN

BERMUDA

TXKF / Bermuda - Airport has restricted night time aircraft refueling on Apron 4 (Handler location) through April 27, 2017 (except for Search and Rescue and MEDEVAC flights) per NOTAM.

DOMINICA REPUBLIC

MDST / Santiago - Runway 11/29 closed through 14 May 2017 from 0200-1200Z daily per NOTAM.

GUADELOUP

TFFR / Le Raizet - Runway 12/30 closed to all traffic on 04-08 April and 11-12 April from 0330-1030z daily per NOTAM.

St. VINCENT and GRENADINE

TVSA / Argyle International - Airport officially opened on February 14 2017 and replaces TVSV (E T Joshua Airport) that permanently closed.

     RUSSIA

URSS / Sochi - Traffic regulation introduced at Sochi Aerodrome for the period of Formula-1 Russian Grand Prix 2017, 26 April 2100Z – 30 April 2100Z.

 

1. Due to the Formula-1 in Sochi city, duration of Aircraft parking carrying out special or charter flight including business aviation flight is restricted to 2 hours, with exception of Aircraft with head of state and official delegations on board.

2. Aircraft operators planning to carry out special or charter flight to Sochi Aerodrome during indicated period must obtain time slot from Aerodrome administration before flight plan submission.

3. New time slot must be obtained from Sochi Aerodrome administration before submission of flight plan in case of: Change of arrival/departure time by 30 min or more, departure delay (DLA), or change of flight plan (CHG) .

In addition to the above it is likely that services and facilities will be at a premium during the above dates. Please keep this in mind and request all required services, including ground handling, transport and Hotels as early as possible. 

UHHH / Khabarovsk - Aerodrome closed for Runway maintenance between 0350-0650Z every Tuesday until the 24 October 2017.

UIII / Irkutsk - Aerodrome closed for Runway maintenance between 1100-1500Z every Saturday until the 27 June 2017.

              EASTERN EUROPE AND TURKEY

UKRAINE

UKDD / Dnipropetrovs'k - Planned Runway closures are in force daily between 1200-1700Z from the 26 March - 05 of May 2017. Check NOTAMS for any updates.

TURKEY

LTFJ / Istanbul Sabiha Gokcen - Various night closures planned in 2017. Please check NOTAMS for full details prior to planning any trips to this airport.

BELARUS

UMMS / Minsk 2 - Various night closures planned in 2017. Please check NOTAMS for full details prior to planning any trips to this airport.

    AFRICA

GHANA

DGAA / Accra International - From the 24 March/0100Z -   24 June/0400Z Runway 03/21 will be closed daily between 0100-0400Z due to WIP.

TANZANIA

HTKJ / Kilimanjaro Intl – Airport will be closed daily from 01 – 30 April 2017 between 2000 - 0500Z due to work in progress for runway maintenance.

RWANDA

HRYR / Kigali - Daily between 0001 - 0500Z airport will be closed due to work in progress for Runway upgrade. This restriction is estimated to remain in place until 16 April 2017.

NIGERIA

DNAA / Abuja - Abuja airport (DNAA) will be closed to all traffic from 0001Z/08 March - 1 2359Z /09 April.

During this period all traffic planned for DNAA will be directed to Kunda (DNKA) which is situated 10 miles North of Abuja.

GENERAL RESTRICTIONS/REGULATIONS

FAA/EASA advisories and restrictions remain in place for operations into, out of, and over the following countries and their associated FIRs.

AFGHANISTAN, UKRAINE, SOMALIA, ETHIOPIA, SUDAN , EGYPT - SINAI PENINSULA, and LIBYA

EUROPE

SWITZERLAND

LLSG / Geneva - Various NOTAMS currently in place in relation to parking restrictions and use of LSGG as an alternate.

From 16Dec2016 to 17Apr2017 parking restriction maximum 1 night stop from Friday-Monday

From 17Dec2016 to 16Apr2017 -  GVA must not be planned as division or alternate airport

LSZH / Zurich - New Slot Filing Requirement - Effective 30th MARCH 2017
Slots obtained through handler or through OCS system must now be filed in line 18 of flight plan. A slot ID will be issued by the handler in ASL format. Slot must be filed as RMK/ASLLSZHXXXX12345.

SPAIN

LEVC / Valencia - Effective immediately a new mandatory requirement has been introduced for inbound flights. Line 18 of the flight plan MUST contain the name of the nominated ground handling agent.

FRANCE

Monaco Grand Prix and Cannes Film Festival (affected period 17th-29th May)

LFMN is expected to reach saturation during the above dates. Slots and handling are mandatory. Slot ID's must be added to flight plans in field 18.

Parking will be at a premium for all visiting aircraft and it is possible that airport authorities will demand quick turns and relocation to other airfields for longer term parking. Alternate parking locations include, LFMD, LFMQ.

Parking, slots, hotels, transport and fuel are all likely to be in high demand and should be requested as early as possible. It is recommended to tanker or fuel on arrival to avoid departure delays.

                    MIDDLE EAST

UNITED ARAB EMIRATES

OMDW/Dubai South and OMBD / Dubai International – Introduction of a Security Fee policy

Effective 1st of June 2017, security fee will apply to all General Aviation flights departing from Dubai International (DXB) and Dubai World Central (DWC). This fee is per flight, not per passenger and is approximately AED 300 per round movement.

   INDIA

CAA India will be closed on April 04 and 14, 2017. Please ensure any permit applications are process before this date.
