ASIA, AUSTRALASIA

CHINA

General

Aircraft parking at almost all locations is limited and should be requested through the handlers as soon as possible. Not all overnight parking requests will be granted and contingency plans should be considered.

 

VHHH / Hong Kong – Effective 01 July 2017 processing times for BAPS applications are as follows:

BAPS applications submitted (UTC)       BAPS applications responded by (UTC)

ZSAM-Xiamen / ZSQZ-Jinjiang – Due to the 19th annual BRICS summit, no business/private flights will be allowed to operate during 30 August - 07 September 2017 unless connected with the summit. The only exception is medical and emergency flights.

SAIPAN

PGSN / Saipan – Due to CBP staff shortages agents are unavailable during the following times:
2300Z / 0900L to0200Z / 1200L and0800Z / 1800L to 1410Z / 0010L.

There are no clearances during these breaks which affects all operations, including commercial.This situation is considered temporary until CBP can increase its staff. The return to normal date is undetermined.

EL SALVADOR

MSLP / San Salvador -  Runway 07/25 closed from 0430Z – 0930Z on September 2, 5, 7, 9, 12, 14, 16, 19, 21, 23, 26, 28 and 30 per NOTAM.

GUATEMALA

 MGGT /  Guatemala - Runway 02/20 closed from 0500Z – 1100Z through 11 September 2017 per NOTAM.

HONDURAS

MHTG / Toncontin Intl - Runway 02/20 closed from 0300Z – 1159Z daily through 10 September 2017

CANADA

Labour Day Holiday is celebrated on 04 September 2017 and one should verify the CANPASS hours.

Toronto International Film Festival will take place on 07 – 17 September 2017. Airports in the area are CYYZ, CYZD, CYOO and CYKZ.

CYUL / Quebec - Starting in mid-September 2017, the access ramp to Highway 20 West, toward the West Island and Trudeau airport, from Highway 15 North, coming from the Champlain Bridge, will beclosed for two months. Additional travel time for ground transportation to/from CYUL will be required.

New requirement for business travelers to enter Canada, which does exempt US citizens.

Crew entry requirement now in effect:

Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.

MEXICO

The national holiday of Independence Day is on 16 September 2017 and DGAC Offices, banks and some businesses will be closed during this celebration which may start on September 15 as well.

Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.

The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any advance notice. 

MMPR / Puerto Vallarta – Runway 04/22 closed daily from 0500Z – 1100Z through 04 September 2017 per NOTAM.

MMSD / Los Cabos - Airport aircraft stands 01 - 34 on General Aviation apron are closed through 15 September 2017 per NOTAM.

Airport is not extending hours of service through 28 November 2017 per NOTAM.

MMTO / Toluca – Runway 15/33 closed only on Mondays from 1600Z – 1700Z through 23 October 2017 per NOTAM.

U.S.A.

The U.S. Department of State – Bureau of Consular Affairs on 29 June 2017, began implementing the Executive Order at our embassies and consulates abroad in compliance with the Supreme Court’s decision and in accordance with the Presidential Memorandum issued on 14 June 2017. 

The Executive Order prohibits the issuance of U.S. visas to nationals of Iran, Libya, Somalia, Sudan, Syria, and Yemen unless they are either exempt or are issued a waiver.

The Transportation Security Administration (TSA) announced a ban on carrying most electronic equipment in carry-on luggage on direct U.S. bound commercial airline flights from the following 10 airports - Amman, Jordan (OJAI/AMM); Kuwait City, Kuwait (OKBK/KWI); Cairo, Egypt (HECA/CAI); Istanbul, Turkey (LTBA/IST); Jeddah (OEJN/JED) and Riyadh (OERK/RUH), Saudi Arabia; Casablanca, Morocco (GMMN/CMN); Doha, Qatar (OTHH/DOH); and Dubai (OMDB/DXB) and Abu Dhabi (OMAA/AUH), UAE. The ban applies to electronic devices other than cellular phones and medical equipment; devices such as laptops and iPads must be stored in checked luggage. The ban reportedly went into effect on 21 March and U.S. authorities stated that they imposed the ban due to intelligence regarding threats of terrorist attacks on aircraft. This currently does not affect General Aviation flights.

The 2017 US Open (U.S. Tennis Association) is taking place through 10 October 2017 in Flushing, NY. Airports in the area are KJFK, KLGA, KHPN and KTEB.

ANTIGUA

TAPA / St John’s - Runway 07/25 closed Monday – Friday from 0230Z – 0930Z through 06 September 2017 per NOTAM.

Airport reports concentration of birds on and in the vicinity of the airport. Pilots are advised to exercise caution during this period through 27 October 2017 per NOTAM.

BAHAMAS

Bahamas Civil Aviation bans all Samsung Galaxy Note 7 phones from aircraft travelling in the Bahamas. Devices may not be transported by passengers or crew on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the commonwealth of the Bahamas and cannot be shipped as air cargo.

MYCB / New Bight - Airport does not have Jet-A1 and Avgas through 31 October 2017 per NOTAM. 

MYEM / Governors Harbour - Airport does not have Jet-A1 and Avgas through 31 October 2017 per NOTAM. 

BERMUDA

TXKF / Bermuda - Airport has restricted night time aircraft refueling on Apron 4 (Handler location) through 01 November 2017 (except for Search and Rescue and MEDEVAC flights) per NOTAM.

DOMINICAN REPUBLIC

MDPP / Puerto Plata - Runway 08/26 closed on 01 September 2017 from 0130Z – 0530Z and on 02 September from 0230Z – 0530Z per NOTAM.   

U.S. VIRGIN ISLANDS

TIST / St Thomas - Runway 10/28 closed through 01 October 2017 from 0200Z – 0900Z daily per NOTAM.

General Aviation ramp has construction work in progress through 31 October 2017 per NOTAM. One should use caution.

Foreign Arrival ramp has construction work in progress through 31 October 2017 per NOTAM. One should use caution.

        RUSSIA

UHWW / Vladivostok - Eastern Economic Forum will take place from 06 - 07 September 2017. During this time ramp parking and airport facilities, along with hotels will be at a premium. Please plan accordingly.

UHHH / Khabarovsk - Reminder - Aerodrome remains closed for Runway maintenance between

0350Z - 0650Z every Tuesday until 24 October 2017.

          EASTERN EUROPE AND TURKEY

TAJIKISTAN

UTDD / Dushanbe - Runway closures between 0800Z - 1230Z Monday through Friday, for repair works. Closures planned to remain in force until 29 September 2017.

KAZAKHSTAN

UACC / Astana - Daily Runway closures between 0300Z - 1000Z for repair works. Closures planned to remain in force until 24 September 2017.

KYRGYZSTAN

UCFM / Bishkek - Runway closures remain in force for all Aircraft types on the following days. Monday, Wednesday, Friday 1400Z - 2100Z, until 27 October 2017. Check NOTAMS for any updates.

MOLDOVA

LUKK / Chisinau - Updated times - Due to WIP progress, the Runway remains closed through 28 October 2017 at the following times: Monday 2200-2359, Tuesday through Friday 0001Z-0230Z and 2200Z-2359Z

TURKEY

DGAA / Accra - Daily Runway closures in force between 0100Z – 0400Z for maintenance works. Closures will remain in force until 26 September 2017.

European Industrial Action

SPAIN

LEIB / Ibiza – New Security Fee

A new security fee has been implemented as of 21 August 2017. This fee applies to all crew and passengers passing through security and is two separate charges – one applied on arrival, once on departure.  Each use is 60 EUR, thus a round trip is 120 EUR per passenger/crew.

ITALY

LIRA / Rome Ciampino – Additional requirements to obtain PPR

A new electronic system has been implemented, in addition to the normal information contained in the handling request (schedule, AC type, MTOW, etc) the following extra information will be needed (mandatory) in order to finalize the request:

- Call sign that will be used on the FLP

- Aircraft seat configuration

- Noise level

- One of the following document: Air Operator Certificate or Certificate of Airworthiness or Certificate of Registration or Third Country Operator Certificate (they need just one of the above).

                               MIDDLE EAST

ISRAEL

As of 22 June 2017, Israel has delegated responsibility for certain flight plans to Eurocontrol.  Flights into the Tel-Aviv FIR only need to be filed to the two Eurocontrol addresses (EUCHZMFP/EUCBZMFP), the local addresses no longer need to be copied.  General Aviation flights departing the Tel-Aviv FIR still need to send the FPL to the local address.  General Aviation flights departing LLET, LLOV, and LLER it should be sent to LLETZPZX; flights departing from all other airports should be sent to LLBGYDYX. This is detailed in the new AIP Supplement.
