VVDN / Da Nang – APEC (Asia-Pacific Economic Cooperation) will be holding their annual CEO Summit in Da Nang 08-10 November 2017. Operators should secure an APEC letter of participation to be included in the landing permit application. Handling services should be requested early due ramp parking space is very limited.
PGSN / Saipan – Due to CBP staff shortages agents are unavailable during the following times:

There are no clearances during these breaks which affects all operations, including commercial.

CYUL / Montreal - Starting in mid-September 2017, the access ramp to Highway 20 West, toward the West Island and Trudeau airport, from Highway 15 North, coming from the Champlain Bridge, will be closed for two months. Additional travel time for ground transportation to/from CYUL will be

Crew entry requirement now in effect
Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.
Daylight Saving Time will take place in a majority of Mexico on 29 October and 30 October. The remaining states will change on 5 November and 6 November, 2017.
Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.
The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any advance notice.

The U.S. Department of State – Bureau of Consular Affairs announced the following regarding the Presidential Proclamation on Visas -
On 24 September, 2017, the President issued a Presidential Proclamation titled “Enhancing Vetting Capabilities and Processes for Detecting Attempted Entry into the United States by Terrorists or other Public-Safety Threats.” Per Section 2 of Executive Order 13780 of 6 March, 2017 (Protecting the Nation from Foreign Terrorist Entry Into The United States), a global review was conducted to determine what additional information is needed from each foreign country to assess whether foreign nationals who seek to enter the United States pose a security or safety threat. As part of that review, the Department of Homeland Security (DHS) developed a comprehensive set of criteria to evaluate the information-sharing practices, policies, and capabilities of foreign governments on a worldwide basis. At the end of that review, which included a 50-day period of engagement with foreign governments aimed at improving their information sharing practices, there were seven countries whose information sharing practices were classified as “inadequate” and for which the President deemed it necessary to impose certain restrictions on the entry of non-immigrants and immigrants who are nationals of these countries. The President also deemed it necessary to impose restrictions on one country due to the "special concerns" it presented. These restrictions are considered important to addressing the threat these existing information-sharing deficiencies, among other things, present to the security and welfare of the United States and pressuring host governments to remedy these deficiencies. Nationals of the eight countries – Chad, Iran, Libya, North Korea, Syria, Venezuela, Yemen and Somalia are subject to various travel restrictions. The Transportation Security Administration (TSA) announced a ban on carrying most electronic equipment in carry-on luggage on direct U.S. bound commercial airline flights from the following 10 airports - Amman, Jordan (OJAI/AMM); Kuwait City, Kuwait (OKBK/KWI); Cairo, Egypt (HECA/CAI); Istanbul, Turkey (LTBA/IST); Jeddah (OEJN/JED) and Riyadh (OERK/RUH), Saudi Arabia; Casablanca, Morocco (GMMN/CMN); Doha, Qatar (OTHH/DOH); and Dubai
(OMDB/DXB) and Abu Dhabi (OMAA/AUH), UAE. The ban applies to electronic devices other than cellular phones and medical equipment; devices such as laptops and iPads must be stored in checked luggage. The ban reportedly went into effect on 21 March and U.S. authorities stated that they imposed the ban due to intelligence regarding threats of terrorist attacks on aircraft. This currently does not affect General Aviation flights.

The 2017 US Open (U.S. Tennis Association) is taking place through 10 October, 2017 in Flushing, NY. Airports in the area are KJFK, KLGA, KHPN and KTEB.
The NBAA Business Aviation Convention & Exhibition will take place in Las Vegas, NV on 10 – 12 October and airports in the area are KLAS, KVGT and KHND.
The 2017 Formula 1 United States Grand Prix will take place in Austin, TX from 20 – 22 October and airports in the area are KAUS, KEDC and KSAT.
San Francisco Fleet Week
Fleet Week will impact San Francisco Bay Area operations, specifically OAK, SFO and SJC, from 5 – 8 October, 2017. On those days, the Blue Angels and other show aircraft will operate out of SFO, OAK and other airports in conjunction with the air shows over San Francisco.
Airshow events will cause a TFR to be in effect for airspace normally used by SFO and OAK southbound departures. This will necessitate a change in SFO’s runway configuration, which has historically led to reportable departure delays.
During the entire airshow and practice sessions there will be a Temporary Flight Restriction (TFR) for a 5 nautical mile radius of Aquatic Park (SAU 100/005.1) from the surface up to and including 15,000 feet MSL. The on-site NCT Air Traffic Coordinator will provide real time coordination for use of airspace at or above 9,000 feet. Scheduled TFR times are:
• 5 October, 1300 – 1800L (2000 – 0100Z).
• 6 – 8 October, 1100 – 1659L (1800 – 2359Z)
The majority of the performers will be based at OAK, including the Blue Angels and Snowbirds. The Patriots Jet Team will depart their base at Byron airport (C83) on Saturday, 7 October,
perform at the air show and recover at SFO. On Sunday, 8 October, they will depart SFO for the air show and recover when they are done at SFO. The Patriot Jet Team will be the only performers basing out of SFO.
Due to the location of the air show TFR, SFO will be landing and departing runways 28L and 28R (SFO 28/28). SFO arrivals will be 20 MIT to runway 28L and minimum spacing to runway 28R. This spacing may be coordinated dynamically for an operational advantage. The SFO VMC AAR will be lowered to 40 while in this configuration.
In order to accommodate this increase in air show traffic to OAK, Runways 28L/R the OAK VMC AAR will be 35. Tactical changes to the AAR may be done with coordination between OAK and NCT.
The BDEGA/BRIXX Arrival route passes in close proximity to the TFR airspace. SFO Arrivals will be rerouted via PYE-STINS-SFO. SJC Arrivals will be rerouted via PYE-STINS-SFO-SJC. Oakland arrivals inbound on the WNDSR will not be impacted.
Oakland Runway 30/28L/28R IFR departures will be vectored off the ground to headings of 240 (weather dependent) for southbound departures and a heading of 310 for north and eastbound departures.
SFO departures will be issued the WESLA RNAV SID as appropriate for southbound traffic and the TRUKN RNAV SID or SFO SID for traffic headed north or eastbound. When there is southbound OAK departure traffic and SFO north and eastbound departure traffic conflicting with one another, NCT will dynamically release aircraft from each airport to help reduce departure delay impact.
Though unlikely, if due to weather SFO is required to land on runways 19L or 19R, or if OAK is required to land on runway 12, the air show may be delayed or cancelled due to operational necessity.
During the air show times departure delays from SFO and OAK may exceed 30 minutes.
Arrival delays to OAK are not anticipated to exceed +30 minutes.
Arrival delays to SFO are anticipated to be managed by a GDP. If a GDP is not used, it is anticipated that ZOA will utilize TBFM to manage arrival demand. Delays via TBFM may exceed +30 minutes for individual aircraft but are not anticipated to be widespread.
TAPA / St Johns - Runway 07/25 closed Monday – Friday from 0230Z – 0900Z through 12 October, 2017 per NOTAM.
Airport reports concentration of birds on and in the vicinity of the airport. Pilots are advised to exercise caution during this period through 27 October, 2017 per NOTAM.
Bahamas Civil Aviation bans all Samsung Galaxy Note 7 phones from aircraft travelling in the Bahamas. Devices may not be transported by passengers or crew on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the commonwealth of the Bahamas and cannot be shipped as air cargo.

Restrictions for Sochi Airport (URSS) have now been published for the above events, operators should expect heavy restrictions to be in force at Sochi Airport during this time.
During these dates Sochi Airport will be enforcing the regulations outlined in the below NOTAM.

6. IF POSSIBLE, FLIGHT CREW SHOULD NOT PLAN ACFT REFUELLING ATSOCHI AD IN ORDER TO REDUCE THE TIME OF ACFT SERVICING.

A new electronic system has been implemented, in addition to the normal information contained in the handling request (schedule, AC type, MTOW, etc) the following extra information will be needed (mandatory) in order to finalize the request:
- Call sign that will be used on the FLP
- Aircraft seat configuration
- Noise level
- One of the following document: Air Operator Certificate or Certificate of Airworthiness or Certificate of Registration or Third Country Operator Certificate (they need just one of the above).
ITALIAN AVIATION AND AIRPORT PERSONNEL STRIKE - 24 HRS - 02 OCT 2017
Please note that a 24 hours Strike of Italian Aviation personnel, Airport and Airport Linked Industry staff members of the CUB and USB TRASPORTI UNION has been announced for the 2 October.
This Strike will involve all the Italian Aviation compartments:

As of 22 June 2017, Israel has delegated responsibility for certain flight plans to Eurocontrol. Flights into the Tel-Aviv FIR only need to be filed to the two Eurocontrol addresses (EUCHZMFP/EUCBZMFP), the local addresses no longer need to be copied. General Aviation flights departing the Tel-Aviv FIR still need to send the FPL to the local address. General Aviation flights departing LLET, LLOV, and LLER it should be sent to LLETZPZX; flights departing from all other airports should be sent to LLBGYDYX. This is detailed in the new AIP Supplement.
