ZBAA / Beijing Capital Airport – Per new CAAC regulations all flights that will delay more than 1 hour are required to get a new slot approved by CAAC. Delaying the FPL is no longer accepted by Beijing ATC

The 2018 Olympic Winter Games will be held from 9 - 25 Feb 2018 in Pyeong Chang, Gangwon province in the Republic of Korea. About 65,000 athletes and spectators from 95 countries and 4,000 Media Reporters are expected to attend 102 events in 15 sport disciplines

KCAB has released the plan of operations for RKNY/YNY during Pyeong Chang 2018 Olympic Winter Games for the following airports:

RKNY / Yangyang International - This is the closest Airport of Entry (AOE) and approximately one hour drive to the Olympic Winter Games venues.

Operational Hour: 2300 – 0900Z, but Korea Civil Aviation Bureau (KCAB) is planning to extend the operational hours to H24 for domestic and international operations during Olympic Winter Games periods though this plan has not been confirmed by KCAB.

Slots: Slots are required and will have a variance of +/- 20 Minutes. The slots will be assigned based on "First-Come-First-Served", but the slots priority will be first to scheduled commercial flights, and then GA operators will be assigned remaining available slots.

Available Type of Aircraft Landing: From Mid Jets (HS125-850/900 etc.) to Heavy Jets (B737BBJ, A319CJ, etc.) and commercial airline charter flights: B737s, B757s, B767s, B777s, B787, B747-400, A320, A330, A340, A350

Parking Spots: There are no overnight parking spots available. Airport Authority may grant parking for up to 1-2 hours maximum during the event periods. All aircraft including GA should drop-off passenger and position to RKSI or RKSS on arrival day and passenger pick-up after reposition on departure day.


RKSI / Seoul Incheon - Is the preferred alternate for RKNY and is a H24 Airport of Entry (AOE), 130 Km from the Olympic Winter Game venues with a drive time from RKSI/ICN to the venues of 2 hours and 30 minutes. There is also high-speed train service available.

Operational Hours: 24H Daily

Curfew Hours : No Curfew Hours

Slots: required with a variance of +/- 20Mins. The slots will be assigned based on "First-Come-First-Served", but the slots priority will be first to scheduled commercial flights with GA operators assigned remaining available slots.

Type of Aircraft accepted: From Mid Jets(HS125-850/900, etc.) to Heavy Jets(B737BBJ, A319CJ, etc.), and Airlines commercial charter flights : B737s, B757s, B777s, B787, B747-400,A320, A330, A340, A350, A380

Parking Spots: Aircraft parking and slots issues have intensified in RKSI over 2 years and has become more difficult for GA operators to land or depart on the day they desire. The parking spots are assigned on a "First-Come-First-Served” basis, with no special priority given to any airlines, commercial charters, or GA operators. Parking is granted for a maximum 3-4 days only regardless of the size of aircraft from middle range to ultra-long-range aircraft.

GA Terminal: There is no GA Terminal for VIPs. All VIPs and crews should go to the Main Passenger Terminal where C.I.Q. is cleared with general passengers of scheduled airlines. Therefore, all passengers have to wait in regular queues to clear C.I.Q. due to both Immigration and Airport Authorities have prohibited the clearance on behalf of VIPs/Passengers without being present, and required for individual clearance on a person by person basis with no separate lane.

RKSS / Seoul Gimpo - Airport of Entry (AOE). It is located 30 minutes away from Seoul city centre and provides easy access to the heart of the capital's downtown business district, but there are restrictions for operational hours and aircraft operations:

Operational Hours: 2100-1400Z (0600-2300L) No overtime available and there are no exceptions, not even VVIPs.

C.I.Q. Opening Hours: 2300-1300Z (0800-2200L)

Curfew Hours: 1400- 2100Z (2300-0600L)

Available Type of Aircraft Landing: From Learjets to G550/G650, BD700, GL5T, GL6T, up to B737BBJ, A319CJ.

 If arrival time is delayed after 1400Z, the aircraft will have to land at RKSI / ICN with No Exceptions.  It is best to arrive at least by 1300Z for C.I.Q. clearance, since C.I.Q. closes at 1400Z. Restrictions:

Following aircraft cannot use/land RKSS/GMP:

* Aircraft which are hired or chartered or operating for remuneration, passenger/cargo

* Aircraft having a seats capacity of 50 passengers or more passengers.

* Aircraft having a maximum payload capacity of 6000 LBS (2721 KGS) or more.

* State Aircraft which is not owned by enterprise or a person.


GA Terminal: Seoul Gimpo Business Aviation Center (SGBAC) that opened June in 2016 and operated by Korea Airport Corporation (KAC), with call basis onsite customs, immigrations and quarantine clearance, with state-of-the-art amenities. SGBAC can be used for only international operations, and not for domestic operations at present. It has 2 VIP lounges, crew lounge, 10 seats A/V equipped Conference Rooms, etc. The 255,000 square foot hangar will able to simultaneously accommodate eight GLF5-550 or GL6T with parking available on hourly, daily or maximum two (2) weeks basis.

Tow-Bar: Airport Authority may assign parking spots where you need towing from the departure area. It is highly recommended that a Tow-Bar be carried on aircraft.

Landing permits:

Korea Civil Aviation Bureau (KCAB) requires at least three (3) working days for the permit prior to the intended date of operation. If you have planning to operate to the domestic airport, you should obtain the domestic landing permit separately from Korea Civil Aviation Bureau (KCAB). The full information for the aircraft with flight schedule, crew / passengers (full name and must have to match with their valid passport), and copy of Noise Certificate of concerned aircraft only will be


Aircraft qualification changing permit from Korea Customs Authority:

You must have obtained an aircraft qualification-changing permit from Korea Customs Authority that changes the qualification from Foreign Registered Aircraft to Domestic Registered Aircraft and vice versa in order to fly domestic routes as Domestic Registered Aircraft. In this event, Korea Customs Authority will impose levy tax (USD0.98/ US Gallon) for the remaining fuel. The operators must have provide the "official fuel invoice" of the supplier which uplifted fuel at origin departure airport in order to complete the import declaration for remaining fuel in accordance with laws of Korean Customs. If the operators do not provide it, Customs will not grant qualification-changing permit and not allow aircraft to reposition via domestic routes, and will also invoke a fine. Yun can take care of this procedure for the concerned aircraft on behalf of the operators. After completely clearing all procedures from Customs Authority, the aircraft can domestically operate with additional passengers, regardless number of persons, from RKSI or RKSS to RKNY and vice versa without any restrictions.


WSSS / Singapore Changi International - 6-11 February 2018 WSSS Airport will host the Singapore Airshow; during this time expect the Airport and surrounding facilities to be busy. There will also be some restrictions for non-Airshow traffic in WSSS and the surrounding airspace.

New requirement for business travelers to enter Canada, which does exempt US citizens.

Crew entry requirement now in effect Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.


Mexico will celebrate their Constitution Day Holiday on Monday 05 February 2018. The main Mexican DGAC offices as well as banks and some businesses will be closed on this day.

Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.

The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any advance notice.


Washington's Birthday (Presidents' Day) Holiday is celebrated on 19 February 2018 and due to this Federal Holiday, one should consult the U.S. CBP hours on this day. Also note that U.S. Government offices will be closed as well as banks and some businesses.

The NFL Super Bowl will take place on Sunday 04 February 2018 in Minneapolis, MN. The airports in the area of this event are KMSP, KSTP, KFCM and KANE. Consult with the local FBO's for ramp congestion may occur for this major sporting event that will see GA traffic start on that Friday prior to and run through Monday for departures. The New Orleans Mardi Gras is taking place through 13 February 2018 in New Orleans, LA. Airports in the area are KNEW and KMSY.

The NBAA Schedulers & Dispatchers Conference will take place on 06-08 February 2018 in Long Beach, CA. Airports in the area are KLGB, KONT and KSAN.

The Miami Yacht Show will take place on 15-19 February 2018 in Miami, FL. Airports in the area are KMIA, KTMB, KOPF and KTNT.

The Daytona 500 will take place on 18 February 2018 in Daytona Beach, FL. Airports in the area are KDAB and KMCO.

The Transportation Security Administration (TSA) announced a ban on carrying most electronic equipment in carry-on luggage on direct U.S. bound commercial airline flights from the following 10 airports - Amman, Jordan (OJAI/AMM); Kuwait City, Kuwait (OKBK/KWI); Cairo, Egypt (HECA/CAI); Istanbul, Turkey (LTBA/IST); Jeddah (OEJN/JED) and Riyadh (OERK/RUH), Saudi Arabia; Casablanca, Morocco (GMMN/CMN); Doha, Qatar (OTHH/DOH); and Dubai (OMDB/DXB) and Abu Dhabi (OMAA/AUH), UAE. The ban applies to electronic devices other than cellular phones and medical equipment; devices such as laptops and iPads must be stored in checked luggage. The ban reportedly went into effect on 21 March and U.S. authorities stated that they imposed the ban due to intelligence regarding threats of terrorist attacks on aircraft. This currently does not affect General Aviation flights.

Bahamas Civil Aviation bans all Samsung Galaxy Note 7 phones from aircraft travelling in the Bahamas. Devices may not be transported by passengers or crew on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the commonwealth of the Bahamas and cannot be shipped as air cargo.

URSS / Sochi

Russian Investment Forum 15 - 16 February 2018

Between 16 – 17 February, Sochi will be hosting the Russian Investment Forum. During the period of 13 - 17 February there will be heavy slot restrictions along with limited parking availability, and a high demand for services at URSS International Airport. In order to secure the required services please give the handlers as much notice as possible and plan accordingly.

UMMS / Minsk 2 Various night closures planned in 2018. Please check NOTAMS for full details prior to planning any trips to this Aerodrome.



HLLM / Tripoli Mitiga - Ongoing unrest in the region has forced the Airport to suspend all flights UFN. Please check NOTAMS for updates to the above, as the situation remains changeable.


FACT / Cape Town  - Aerodrome is currently experiencing a serious water shortage as a result of an extended drought. Cape Town currently has less than 90 days of water left in its reservoirs. Consequentially the airport has published a NOTAM requiring all flights to tanker in water – Please don’t expect to be able to uplift any water at Cape Town airport for the foreseeable future. 


FQMA / Maputo - Runway 05/23 will be closed daily between 2100Z-0400Z, until 28 February 2018.


8.33 kHz channel spacing radio requirements in Europe – Effective 4th January 2018

According to the Article 5(4) of the Commission Regulation (EU) 1079/2012 from 01 January 2018 an operator shall not operate an aircraft in the airspace where carriage of radio is required unless the aircraft radio equipment has the 8.33 kHz channel spacing capability. This provision applies to aircraft operated in the controlled airspace of Norway, Switzerland and EU Member States.

Consequently, from 04 January 2018 (AIRAC 1801), non-8.33 equipped IFR operated flights will not be allowed in the airspace of the following States:

Austria, Belgium, Czech Republic, Denmark, Latvia, Luxembourg, Malta (except local traffic within TMA) and Poland.

Specific conditions are applicable for the other states; flight operators are required to check national AIP’s before operating in these states.

Operation of non-8.33 equipped State aircraft in the airspace of Norway, Switzerland and EU Member States, below FL 195 is permitted under specific conditions; operators are required to check national AIPs.



EPWA / Warsaw – GA/BA Parking restrictions – 06 December 2017 - 15 March 2018

Only 10 GA/BA parking stands available during above dates due to seasonal reductions in permitted traffic. Parking and slots will be issued on a ‘first come, first served’ basis with parking refusal possible. Most constrained days will be around Christmas and New Year. Please request parking asap.

 UAE - Airspace Changes

This is a reminder with reference to the below regarding the UAE Airspace restructuring project starting on 7 December 2017.  As per the latest update of the UAE-AIP [ref. https://www.gcaa.gov.ae/en/ais/Pages/default.aspx section GEN 1.5 (], a grace period of 16 hours will be provided starting from the AIRAC Cycle (i.e. 00:00 UTC). Hence aircraft arriving on the non-updated database will not be permitted to enter the UAE Airspace after 16:00 UTC on that day.  Consequently, to avoid delays and flight diversions, please ensure a timely update of your operating aircraft FMS accordingly.
